I'm a frequent reader but haven't publicly commented before. This is an interesting question, but I'm leaning towards "no" on Clarke's pedophilia. The paper that reported this was The Sunday Mirror, a British tabloid, so it would carry as much weight as seeing it in Star or The Enquirer here in the US.
As for why he moved to Sri Lanka in the first place, he is an avid scuba diver and visited there in the 1950s before moving there in 1956. The location inspired many books and articles on the Indian Ocean and influnenced his titles "The Fountains of Paradise" and the Rama series.
Also, per Clarke's Wikipedia entry, he was investigated by authorities in Sri Lanka and cleared of all accusations. His Knighthood was granted in 2000 after being cleared. I always appreciate AZ's vigilance, but I was happy to find out about this resolution because I've always enjoyed Clarke's work.
I agree with Jr. I don't believe he was a pedophile, but you never know 100%. I really hope he wasn't, because I too enjoy his books.

I had a friend who came past here last week who goes by the nick Uriel Dagda that was trying to study the antipedophile online community in relationship to the pedophiles he has been studying for a series of books he has been trying to complete over the last 3 years or so.. He was lamenting to me yesterday how he hasn't been able to get any rational debate going-- a dialogue to get reaction to help with penning characters on both sides of the fence, and he now says it's probably ruined because "I would have to present the pedophiles as disturbed people reflective of thier problems, while I would be forced to depict antipedophiles as being as crazy as the common raving paranoid lunatic!"
This is especially problematic since he has been getting the same reaction on several internet sites over the last several months and was only trying to get a feel for the other emotional side of the issue.. Instead he only sees you people as "vindictive, vapid, trite".
